The Tool Lending Library (TLL) loans building measurement equipment free of charge to qualified Marin County professionals working on short term energy efficiency projects. There are special considerations or borrower qualifications for the equipment in the TLL.

The TLL is made possible through a partnership with the Marin County Department of Health and Human Services, Employment and Training.   Funding was provided through a grant from the California Clean Energy Workforce Training Program for development of services to identify and train for employment opportunities in green energy occupations.

The Tool Lending Library program focuses primarily on residential projects. These tools are only made available to home performance professionals (see TLL Policy).

Borrower Requirements  

Borrowers must first submit a Borrower Application via email to and be assigned a Borrower Number. Borrowers of building performance testing equipment (Blower Door, Duct Blaster, etc.) must provide documentation of commercial general liability insurance and Building Performance Institute (BPI), Residential Energy Services Network (RESNET®)/HERS, or equivalent certification. These requirements are meant to ensure that envelope testing tools borrowed from the Marin Tool Lending Library are used in a safe and effective way. Borrowers need to either have full certification or proof that they are in the process of obtaining certification from one of the agencies listed below. For instance, they may have completed and passed their written test for one of the agencies and they have to complete and pass their field test in order to become fully certified. In this instance, a copy of their test results or a letter from the agency will be acceptable. However, they must have proof of current commercial general liability insurance.

How to Check Out a Tool

Requests are made by sending a Tool Request Form via email to or fax to (415) 462-1225.

The Tool Lending Library responds to the tool request by email within one business day with information regarding tool availability and to get more information about the project if needed. After the borrower confirms the loan, it takes one or more days (depending on the size of the loan) to prepare the instruments and make them available for pick up at the Marin Builders Association, 660 Las Gallinas Ave., San Rafael, CA 94903

Some instruments are few in number and may have waiting lists established. Be sure to confirm availability before making any project commitments that require tools from the Tool Lending Library.
